Summary:PROBLEM TO BE SOLVED: To improve a disaster preventive effect by forming a sheet of a heat resistant raw material, and arranging heat shielding members in the part where the sheet contacts with the other member in a heat resistant sheet shutter arranged in the opening part of a passage of a building for the prevention of disasters. SOLUTION: A sheet 1 composed of a flexible heat resistant material is formed by coating both surfaces or one surface of a sheet of heat resistant fiber, for example, silicon and silicic acid-based synthetic fiber with a fire resistant substance, for example, a slicone resin or a fluororesin. In this sheet 1, the lower part is inserted from an upper opening 3 into a seat plate (a weight) 2 by combining shape steel so that a weight member 4 is fixed to the lower end. At lowering time of the sheet 1, the seat plate 2 is seated on the floor surface 5 to protect the weak point part from a fire. In this case, a part between the sheet 1 and the floor surface 5 is shielded by blocking up the upper opening 3 of the seat plate 2 by these heat shielding members 6 by sewing up the heat shielding members 6 (61, 62) composed of a flexible heat resistant material to the lower both surfaces of the sheet 1.
