Summary:PROBLEM TO BE SOLVED: To obtain a product of high purity in high yield by carrying out the reaction of an amine with a fluorine-substituted heterocyclic compound in the presence of a phase transfer catalyst. SOLUTION: In a water phase or in a mixed phase thereof with an immiscible or partially miscible organic solvent (preferably a volume ratio of water to the organic solvent is 100/0-50/50), (A) an amine of formula I (A is phenyl, sulfo, carboxyl or the like; R is H, a 1-4C alkyl) and (B) a compound of formula II (G is an N atom or the like; X is H, a halogen or the like; X and X are independently one of substituents in X ) are allowed to react with each other in the presence of (C) 0.1-10 mol.%, based on the component A, of a phase transfer catalyst to prepare a compound of formula III. In a preferred embodiment, the component C is a compound of formula IV (R -R are each a 1-20C alkyl or the like; Y<-> is an anion), pref. a compound of formula V whereby the objective product of satisfactory quality can be readily obtained in a satisfactory yield.
