Summary:PROBLEM TO BE SOLVED: To provide an electrophotographic carrier, an electrophotographic developer sleeve and a manufacturing method therefor whose rising for electrification is fast, where the decrease of electrifying quantity under high temperature and high humidity and the extreme increase of the electrifying quantity under low temperature and low humidity are remarkably suppressed, and the deterioration of developer or a developing sleeve caused by the layer stripping of an electrification imparting member is prevented, and which processes excellent durability without causing the deterioration because toner is spent and is easily recovered and reused. SOLUTION: When a different coating resin is laminated and applied on a core material or a substrate, a water-soluble resin where the work function of a resin applied on a lower layer is set to be smaller than that of the resin applied on an outermost layer and their difference is set to be >=0.5 eV or the resin incorporating the water-soluble resin is used, and neither of the coating resins are miscible at a boundary between the outermost layer and the lower layer in the electrophotographic carrier, the developing sleeve and the manufacturing method.
