SOLUTION: The roll housing 10R on the drive side and roll housing 10L on the operation side are composed separably in the axial directions of upper and lower horizontal rolls 2, 3, a roll set in which the upper and lower horizontal rolls 2, 3 are integrated together with upper and lower roll chocks 4, 5 for respectively freely rotatably supporting the rolls through rolling guide devices 6 and the roll housing 10L on the operation side are made so as to be respectively independently moved in the direction of separation from the roll housing 10R on the driving side.
