Summary:PROBLEM TO BE SOLVED: To uniformly and firmly stick phosphor particles to a panel by injecting phosphor slurry inside the panel, rotating the panel in its inclined state, applying the phosphorus slurry inside the panel, and changing the rotation speed of the panel at lease once during the application process. SOLUTION: When phosphorous slurry is injected in the center of a panel inside while rotating the panel in the inclined state, the phosphorous slurry is allowed to stick to the panel surface according to its viscosity, while flowing to the circumferential part as slidingly falling to the panel surface, because the panel surface is inclined to that it gradually spreads to the whole of the panel. At first, the phosphorous slurry is applied thereto at a low rotation speed, but the rotation speed is increased at the right time when some quantity of the phosphorous slurry spreads to the circumferential part of the panel, so that a prescribed quantity of the phosphorous slurry is left in the central part of the panel. This constitution can uniformalize the filling degree of the film constituted of the phosphorus particles in the whole surface of the panel.
