PROBLEM TO BE SOLVED: To efficiently provide various information sets updated frequently to a network by updating storage contents with a new transfer object input, ciphering it and adding time information and class information to data. SOLUTION: When transfer object information is received newly by an information input output section 20, an information retrieval management section 21 updates contents of a storage section 22a of an information storage section 22 and starts transmission processing. Succeedingly transmission information is inserted to a transfer packet and the resulting packet is fed to a ciphering processing section 23, in which the packet is ciphered by a ciphering key generating section and the ciphered packet is transferred to a time information generating section 25, newest time information is added and the result is fed to an information class generating section 26. The information class generating section 26 adds class information denoting a type or the like of transfer object information to make the transfer packet complete and it is sent to a network 3 via a server transmission reception section 27. Thus, various information sets updated frequently are efficiently obtained.
