PROBLEM TO BE SOLVED: To provide a purifying and treating method for a sewage capable of performing a rapid and efficient biological treatment, hardly generating a large bulk of surplus sludge and eliminating the need for a very large power cost for aeration such as a conventional activated sludge process. SOLUTION: After introducing the sewage to be treated into a treating tank 1 arranged with a diffusing means 2 at the bottom part, bubbles 5 are dispersed in the sewage by allowing air to flow in the diffusing means 2 without adding microorganism, and by controlling an air blow-off amount from the diffusing means 2 at this time so that the height of a wave may be <=15mm in the case when the wave generated by the bubbles 5 at water surface is allowed to diffuse along the water surface and arrive inner wall surface of the treating tank, a slow turning flow having a fixed track in the vertical direction is generated in the sewage, and this state is kept till the sewage is substantially purified.
