Summary:PROBLEM TO BE SOLVED: To enhance safety at the time of starting without causing complexity of a structure. SOLUTION: Before the ordinary operation of an inverter, the output of the inverter is short-circuitted under control by a current limiting part 21. The current flowing through a closed circuit formed by short-circuitting the inverter output is increased gradually by a DC reactor 8. If the maximum voltage of the closed circuit exceeds its threshold, short-circuitting is stopped to permit the inverter to start. If the maximum voltage is below its threshold, the inverter is prevented from starting.
