Summary:PROBLEM TO BE SOLVED: To maintain high response by suppressing the increase of the resource waiting time of a transaction whose response is required by controlling the execution priority of a task to be increased when resource waiting is necessitated until a delayed processing type transaction completes the processing. SOLUTION: The CPU using ratio of a system is calculated by a CPU using ratio calculating means 106, and when the value is larger than a preliminarily decided threshold 107, resource waiting task information 112 related with a shared resource 111 shared by a real time processing transaction 109 whose high response is required and a delayed processing type transaction 110 whose execution priority is lower than that is referred to. Then, when the number of waiting tasks is present, and the waiting time is larger than a preliminarily decided threshold 108, the execution priority of the delayed processing type transaction 110 which is performing access to the shared resource 111 at present is modified to the execution priority of the real time processing transaction 109.
