Summary:PROBLEM TO BE SOLVED: To improve channel efficiency by controlling traffic of standby system communication in response to the traffic of immediate system communication so as to cope with fluctuation in the traffic flexibly without separating a channel in the mobile communication system where the immediate system communication and the standby system communication are in existence in mixture in a same band. SOLUTION: A base station compares a traffic measured by a traffic control section with a prescribed threshold level (step S11), and when the traffic is less than the threshold level, transmission enable is discriminated and the number of users permitting transmission is calculated based on a difference between the traffic and the threshold level (step S13). Then mobile stations whose number is equal to the number of users calculated as mobile stations whose transmission is permitted (step S15) and the transmission permission is informed to the selected mobile stations (step S17).
