Summary:PROBLEM TO BE SOLVED: To render ground completion simple and also its water shielding property positive by making an underground area into soil cement by excavation means, planting a sheet expansion secureness jig in the region, setting a pilot wire attached-water shielding sheet therein, and expanding and overspreading the water shielding sheet in the lateral direction, excluding the pilot wire therefrom, and extracting the sheet expansion secureness jig. SOLUTION: At the ground completion commencement position in the area 01 of soil cement to be completed, a water shielding sheet expansion secureness jig 11 is driven into the ground under uncured soil cement. The expansion jig 11 with a connection guide and folding water shielding sheet 30 with sheet continuous sections 32, 33 and traction pilot wires 31, 31 are set in and connected by a winder. As a pilot wire winding up jig 12 is installed by a pile driving machine for winding up the wire 31, the folding part of the sheet connection section 32 expands in soil cement. Thus, the water shielding sheet van be spared over in the underground wall.
