Summary:PROBLEM TO BE SOLVED: To exhibit a high adsorption performance constantly by a method wherein a water-containing ion exchanger is provided on a space surrounded by action exchange membranes of a cathode chamber side and anion exchange membranes of an anode chamber side with keeping contact with both ion exchange membranes and gas permeability and gas to be treated is allowed to pass while d.c. voltage is applied. SOLUTION: An anode chamber 16 and a cathode chamber 17 are oppositely provided on the both ends inside a casing 10, and a plurality of polar substance-collecting chambers 9 and concentrating chambers 13 are provided between both the ends. These chambers are divided by the cation exchange membranes C and the anion exchange membranes A and polar substance-containing gas is fed to a polar substance-collecting chamber 9 to be taken off as clarified gas. Water for keeping moisture is introduced from a moisture-keeping water-introducing pipe 1 via a moisture-keeping water-spray nozzle 2. Concentrated water is introduced from a concentrated water-introducing pipe 3, and electrode water is introduced from electrode water-introducing pies 4, 5. The polar substances in the gas are collected stably for a long time by passing d.c. current between a cathode 6 and an a ode 7, and the gas to be treated is introduced from a to-be-treated gas-introducing port 8.
