The diameter of the pressure-receiving structure 12 is expanded until the structure 12 is brought into press-contact with the peripheral surface of the expanded pit 48 by the injection by pressure of grout 54 through a grouting hole 44 and the structure 12 is fixed and buried into the expanded pit while an anchor pit 14 is drilled as being continued to the inside of the pipe body 34 of the pressure-receiving structure 12, and an anchor tendon 24 is inserted into the anchor pit 14 through the inside of the pipe body.
