Summary:PROBLEM TO BE SOLVED: To improve the safety of works by removing an excavation obstruction from the inside of a tunnel excavator while workability is enhanced by reducing construction cost and shortening the term of works in the tunnel excavator. SOLUTION: A cutter head 12 composed of a tapered-shaped central-section cutter 12a and a discoidal outer-circumferential section cutter 12b is installed to the front section of a cylindrical skin plate 11 and can be driven and rotated by a cutter turning motor 18 while the skin plate 11 can be moved forward by a shield jack 28. An opening section 42 is formed to the central-section cutter 12a and the intrusion of soil and sand is prevented by mounting an excavation block at the time of excavation by the cutter head 12, a core boring device 41 in the skin plate 11 is set up to the opening section 42 when an obstruction 60 is ground, and a core cutter 56 is extended forward and the obstruction 60 is ground.
