PROBLEM TO BE SOLVED: To provide an information recording and reproducing device capable of shortening the required time for scan and accelerating the recording or reproducing operation or seeking operation. SOLUTION: This device accelerates in an acceleration period at the time of a mutual scan between an optical head 2 and an optical card 107, and speed controls when it is accelerated to a prescribed speed, and decelerates it in a deceleration period when it scans a prescribed distance, and performs position control when it is decelerated to a prescribed speed. In such a case, the device is provided with a means detecting a mutual movement speed between the optical head 2 and the optical card 107, the means detecting an acceleration from the detected speed, the means calculating a residual time from the present time until arriving at the target speed based on the detected acceleration and the means switching from the acceleration to the speed control or switching from the deceleration to the position control.
