Summary:PROBLEM TO BE SOLVED: To prevent the increment of traffic due to the collision of frames on a network, to reduce load applied to a monitor and control device and to quickly detect and notify the abnormality of a communication equipment(CE) in a communication network monitor and control system connecting plural CEs to the monitor and control device for monitoring and controlling these CEs through the network. SOLUTION: The monitor and control device 1 stores the addresses of all CEs to be monitored and controlled and the address of a CE specified as a master in each group constituted of plural CEs as management data. The master CE 3 periodically executes poling for all slave CEs 4, 5 to monitor the states of respective CEs. The device 1 periodically applies poling only to the master CE 3, collects the alarm/abnormal data of the master and slave CEs, sets up a sub-master CE 4 in the slave CEs and the sub-master CE 4 is constituted so as to detect the abnormality of the master CE 3.
