A cause verifying means 12 takes out an instance having a countermeasure of the highest possibility of problem solution, shows a question regarding cause verification on the basis of a question and answer part 7 regarding the cause verification of the highest likelihood instance candidate, and verifies whether or not it is based upon the same cause with the problem that the user has inputted. When the input regarding the cause verification matches the description of the question and answer part 7, the countermeasure is shown to the user on the basis of the countermeasure 8 entered into the highest likelihood instance candidate.
