Summary:PROBLEM TO BE SOLVED: To efficiently encode and decode a binary picture having two high and low resolution levels. SOLUTION: A low resolution picture encoder 2 encodes a low resolution picture and a high resolution picture predicting device 3 generates a high resolution predictive picture from a local decoding picture outputted from the encoder 2. A type judging device 33 judges the type of the predictive picture and a variable length code (VLC) encoder 37 encodes a difference picture between a high resolution picture and the predictive picture correspond to the judged result. A VLC encoding table is switched corresponding to the judged result of the type judging device 33.
