PROBLEM TO BE SOLVED: To obtain a medicinal preparation capable of inhibit the reduction in carbohydrate metabolism by formulating a specific substituted aminopyrimidine. SOLUTION: This preparation contains a compound of the formula (R , R and R are each H, a halogen, an 1-4C alkoxy, an 1-4C alkylthio, an 1-4C alkyl, etc.; R is H, formyl., acetyl, propionyl and butylyl, but all the R , R and R are not H at the same time) or its salt of solvation product as an active ingredient. As the compound of the formula, e.g. 4-chloro-N-(imidazolin-2-ylidene)-6- methoxy-2-methyl-5-pyrimidineamine (moxonidine) is preferable. It is efficient for treatments of high insuline blood disease, low insulin blood disease in the presence of functional β-cells, insulin resistant disease, impaired glucose tolerance and increased liver glucose effluence, and obesity.
