Summary:PROBLEM TO BE SOLVED: To suppress the lowering of an internal pressure on the anode side without lowering the generation efficiency of gaseous oxygen even in low-current operation and to suppress the damage or deterioration of a solid electrolyte membrane by increasing or decreasing the pure water supply to the anode side in accordance with the current strength applied to an electrolytic cell and keeping the oxygen solubility of the water discharged from the anode side at a high level. SOLUTION: The pure water cooled and deionized in the pure water producing unit A provided with a pure water tank 6, a heat-exchange unit 8, an ion exchanger 9, etc., is supplied to a gas generating unit B. The electrodes furnished in an electrolytic cell 1 with a solid electrolyte membrane in between are energized, and the pure water is supplied to the anode side and electrolyzed. The hydrogen and oxygen generated respectively on the cathode side and on the anode side are discharged respectively through a hydrogen decomposing tank 4 and an oxygen decomposing tank 5. In this hydrogen and oxygen generator, the pure water supply is controlled by a controller 3 furnished with an automatic flow control valve 2 in accordance with the current strength applied to the cell 1.
