Summary:PROBLEM TO BE SOLVED: To prevent the occurrence of insufficient heating in a warming-up state of a vehicle. SOLUTION: When it is confirmed that heating operation is started and an auxiliary heating switch is turned ON, an initial environment condition is detected. Based on the initial environment condition, it is judged (steps 100-110) whether the vehicle is in a warming-up state and auxiliary heating is needed. When it is judged that a vehicle to need auxiliary heating by a viscous heater is in a warming-up state, the viscous heater is turned ON and rise heating is started and the temperature of a room to be heated is measured. Wen a room temperature reaches a set temperature, the viscous heater is stopped and rise heating effected in the warming-up state of a vehicle is completed (steps 130-138).
