Summary:PROBLEM TO BE SOLVED: To provide a position returning or holding device for a reciprocating mechanism having a simple structure, good controllability, low cost, and a little variation in characteristics caused by variations in manufacture. SOLUTION: A throttle lever 8 is connected to a rotary shaft 4 to be engaged with an intake throttle valve 2, and rotational members 8A, 8B are arranged on the throttle lever 8. A projecting part 9 is provided on an internal combustion engine side, and an elastic body 10 is interposed among the rotational members 8A, 8B and the projecting part 9. And positioning and moving members 11A, 11B are arranged on the ends of the elastic body 10. The elastic body 10 is arranged by being extended by the specified tension so as to generate specified tension, so that the positioning and moving member 11A may be brought in contact with the end of the rotational member 8A and the end 9A of the projecting part 9 and the positioning and moving member 11B may be brought in contact with the end of the rotational member 8B and the end 9B of the projecting part 9 when driving force of an actuator 3 disappears. Accordingly, since the rotational members 11A, 11B are drawn toward the center part of the throttle lever 8 by tension of the elastic body 10 when driving force of the actuator 3 is released, the throttle lever B is returned to and held in the specified position.
