Summary:PROBLEM TO BE SOLVED: To prevent the concentration of calls of the same frame offset to a specific slot by calculating the number of frame offsets of a produced call and comparing the calculated number of frame offsets with the number of frame offsets owned by other slots to select a slot that has the least number of frame offsets. SOLUTION: When a call is produced, a control station 30 selects in sequence the shelves 33, slots 35 and vocoders 37 to which the call is assigned and then detects the frame offsets of the call to calculate the number of these frame offsets. The station 30 calculates the number of frame offsets owned by other slots 35 which are equal to those of the call. Then the number of frame offsets of the call owned by the selected slot 35 is compared with the number of frame offsets of other slots 35. A slot 35 that has the least number of frame offsets is selected, and the vocoder 37 included in the selected slot 35 is selected. Then the call is assigned to the selected vocoder 37.
