Summary:PROBLEM TO BE SOLVED: To continuously grasp the contamination of an actual insulator with high accuracy by correcting the estimated contamination of the actual insulator obtained from meteorological data by calculation with the measured contamination value and the estimated contamination obtained from meteorological data by calculation of a pilot insulator. SOLUTION: The contamination of a pilot insulator 5 is measured at prescribed intervals by a washing type contamination measuring means 4. The estimated contamination of an actual insulator 10 and a pilot insulator 5 are calculated by an arithmetic means 6 from the meteorological data of a meteorological data observing means 1 having an anemometer 2 and a rain gauge 3. The actual insulator contamination is estimated by the arithmetic means 6 from these values based on the following equation:(the contamination of the actual insulator 10)=(the estimated contamination of the actual insulator 10 obtained from meteorological data by calculation)+(the measured contamination of the pilot insulator 5)-(the estimated contamination of the pilot insulator 5 obtained from meteorological data by calculation). The added quantity of insulator contamination has no relation with the existing stuck quantity, and the decrease of the contamination due to a rainfall is calculated when the existing stuck quantity is multiplied by a certain ratio.
