Summary:PROBLEM TO BE SOLVED: To provide a method to safely inhibit physiological functions and breeding of bacteria for a long time, by utilizing oxygen generated by effectively making water molecules be resonated and excited by electromagnetic wave radiating ceramics powder which can radiate near infrared electromagnetic waves with the radiating wavelength of 2.5-3.2μm and far infrared electromagnetic waves with the radiating wavelength of 5.0-7.4μm. SOLUTION: Electromagnetic wave radiated ceramics powder radiated by near infrared electromagnetic waves with the wavelength of 2.5-3.2μm centering on 2.7 p and far infrared electromagnetic waves with the radiating wavelength of 5.0-7.4μm centering on 5.9-6.6μm at a radiation rate of at least not lower than 0.8 against the radiation rate of a black body and with the particle diameter not larger than 1μm is used to effectively make water molecules in moisture to form bacterial bodies and in environmental water necessary for breeding be resonated and excited and active oxygen generated thereby is utilized to inhibit physiological functions and breeding of bacteria.
