Summary:PROBLEM TO BE SOLVED: To attain improvement in channel allocation by allocating a channel responsive to an access request from bearers and learning the maximum number of available slots on the respective bearers for a particular level of subscription. SOLUTION: Respective bearers 1 and 2 have 10 pieces of time slots, namely, B1 from 0 to 9 and B2 from 0 to 9, for example. A station close to the field of view of a base station can watch both carriers well but several stations close to the outside of valid area desire B1 since they are included in the frequency to selectively perform fading with B2 but not to perform fading with B2. When requesting any channel from the station, the available bearer is investigated again in place of allocation of the most available signal. This allocation is executed while using a simple weighting algorithm for which weighting for adopting any suitable channel is proportional to the number of available idle slots on the particular bearer.
