Summary:PROBLEM TO BE SOLVED: To widen an application range by compacting a filling substance in a bag body by pressure reduction of the bag body airtightly formed by means of a membrane material, and holding structural shape in accordance with desired shape. SOLUTION: A bag 2 having airtightness of arch shape, house shape, mountain shape or trapezoid shape is formed. The bag 2 is filled with lightweight powdery granules 3 such as e.g. low foam synthetic resin beads, the inside of the bag 2 is pressure-reduced, and the powdery granules 3 are compacted to form a membrane structural body. For instance, in the case where embankment protection construction is executed, the trapezoid shape bag 2 is filled with sand-bags, and the inside of the bag 2 is pressure-reduced to compact the sand-bags. Thereby strength of a structural element can be improved, quick construction is enabled and utilization can be performed in wide application.
