Summary:PROBLEM TO BE SOLVED: To precisely regulate the height from a roller surface of a toner layer on a developing roller and stabilize the image density to improve the quality of image by providing a protecting wall part for protecting a toner layer regulating member from the pressure of toner on the toner supplying side of the toner layer regulating member. SOLUTION: A toner blade 22 is formed of an elastic member extended in the rotating axial direction of a photoreceptor drum 11. A protecting wall part 23 for protecting the toner blade 22 from the pressure of toner 13 is arranged in conformation to the toner blade 22 on the side closer to a toner housing chamber of the toner blade 22. The protecting wall part 23 is extended in the rotating axial direction of the photoreceptor drum 11 on the toner housing chamber side of the toner blade 22 while keeping a prescribed space from the blade 22. In the end part of the protecting wall part 23, one edge part of the upper surface of a sheet-like seal member 25 is stuck to the lower surface of the protecting wall part 23. Thus, a space 26 for preventing the toner 13 from making contact with the toner blade 22 is formed in the rear of the toner blade 22.
