PURPOSE: To appropriately perform a housing processing corresponding to the length of power failure time by detecting the power failure time, performing a paper sheets returning operation when the detected time is shorter than a certain fixed time and housing paper sheets when it is longer. CONSTITUTION: When a power failure occurs, a control part 31 is stopped, charging signals are stopped as well and a charging/discharging circuit starts discharging by a time constant constituted of a charging capacitor 34 and a discharging resistor 35. When power is recovered, since the control part 31 does not output the charging signals, discharging is continued. Then, the discharging voltage is compared with a reference voltage in a voltage comparator 36 and output to the control part 31 is performed. The control part 31 judges that, the power failure time is short at the time of receiving the signals in a case that the discharging voltage is higher than the reference voltage, and returns the paper sheets in a holding state by inversely rotating a carrying motor. On the other hand, at the time of receiving the signals in a case that the discharging voltage is lower than the reference voltage, it is judged that the power failure time is long and the paper sheets in the holding state are fetched and housed by normally rotating the carrying motor.
