Summary:PROBLEM TO BE SOLVED: To reduce force required for rotation operation of a cover and holding the cover by a method wherein a cover to open and close the opening of a containing part by rotating centering around an axis extending along the longitudinal direction of a car body is arranged at a car body. SOLUTION: A containing part 46 is arranged at the interior of a car body 31 along the longitudinal direction of a car body 31 on the front side in the direction of the front side against a window glass 32, and a space, in which a wiper arm 41 stopped in a position situated along the longitudinal direction of the car body 31 is contained, is formed and an opening 47 through which the wiper arm 41 is let-in and let-out is formed. A cover 48 with which the opening 47 is covered is pivotally mounted on the car body 31 rotatably in a direction, in which the opening 47 is opened and closed centering around an axis 04, along the longitudinal direction of the car body 31 by means of a hinge tool 49. This constitution reduces a force required for rotation operation and holding of the cover 48.
