Summary:PROBLEM TO BE SOLVED: To provide the ATM exchange and the ATM exchange network with high reliability having a signal processing function for the ATM exchange network suitable for a configuration of a small scale exchange network being a combination of small sized exchanges and communication equipments. SOLUTION: A signal processing unit 1 and a processor 40 of an ATM exchange 2 make communication periodically and on the occurrence of a fault in the processor 40A, the signal processor 1A detects occurrence of the fault. The signal processing unit 1A detecting the occurrence of the fault sends a message denoting the occurrence of the fault of its own exchange to an ATM exchange 2B as a signal cell. The cells are delivered to a signal processing unit 1B via the signal processing unit 1A, an ATMSW30A, an LIF 10-j, an optical fiber 11-jA, an LIF 10-1B, and an ATMSW 30B. Then call control information and required data for the ATM exchange 2A are transferred to the ATM exchange 2B and the transfer of the signal and the control cell in the ATM exchange 2A is started. Then the ATM exchange 2B starts processing of the cell sent from the ATM exchange 2A.
