Summary:PROBLEM TO BE SOLVED: To provide a device which can synthesize character information in the compressed condition against image information performed through information compression by orthogonal transformation. SOLUTION: A syntax analysis circuit 2 reads out MPEG1 data before working from a buffer circuit 1 by outputting a readout request signal 'OREQ', and a position signal 'MBM' is to a character output control circuit 3, a picture type indication signal 'PCT' is to a character information output circuit 4, respectively output. Following to relationship between the value of the macroblock position signal 'MBM' and character data, data in which character information is synthesized is output from a switch circuit 5.
