SOLUTION: The system is composed of a bank center 14, betting center 12 and plural mobile betting terminals 11. At the bank center 14, a prescribed amount is transferred from an account, an electronic check is issued or the electronic check is received and the prescribed amount is received at the account. At the betting center 12, the electronic check is received, an electronic betting ticket is issued, and the successful vetting ticket is allotted by the electronic check. At each mobile betting terminal 11, the issue of electronic check is requested to the bank center 14, the electronic check is received from the bank center 14, and the electronic betting ticket is issued from the betting center 12 by using the electronic check. Then, the allotment of successful betting ticket is requested to the betting center 12, the allot is received from the betting center 12 by the electronic check, and the electronic check is realized by the bank center 14 and received into the account.
