Summary:PROBLEM TO BE SOLVED: To preferentially make a circular reader with least processing burdens in terms of the number of sent circulation documents able to perform circulation and to execute efficient circulation by deciding a circulation destination corresponding to a document possessing number. SOLUTION: The circulation document is inputted by a document reader, edited and prepared by a circulation document editing means 4 and stored in a document information storage part 9. In the meantime, the plural circulation destinations are set for one document in a circulation route storage part 10. Then, when a circulation processing is instructed, a circulation destination possessed document counting means 5 counts the numbers of the documents already possessed in the stored plural circulation destinations respectively through a circulation route read means 8. Further, in a circulation destination deciding means 6, a document possessing person whose counted document possessing number of the circulation destination is minimum is decided as the next circular reader. A circulation route decided in such a manner is set to the circulation route storage part 10 by a circulation route setting means 7 as circulation route information. Simultaneously, it is displayed at a display part 11 that the document is circulated.
