Summary:PROBLEM TO BE SOLVED: To adjust vehicle height and set load independently and easily without removing a tire or taking such a posture as to go under a vehicle. SOLUTION: Vehicle height can be adjusted independently without having influence on the set load of a spring by rotating a height adjusting sleeve 39, and the set load can be adjusted independently without changing vehicle height by rotating a preload adjusting bolt 51. Vehicle height and the set load of the spring 32 can thereby be adjusted easily, and the adjustment can be performed from the upper side of a vehicle.
