Summary:PROBLEM TO BE SOLVED: To efficiently elute and separate a harmful heavy metal from sludge of living waste water. SOLUTION: Ferric chloride is added to sludge generated in a sewage disposal plant containing sludge of living waste water in an amt. of 6-10cc per 1L of sludge to lower the pH of waste water to 3 or less and an insoluble electrode obtained by coating a corrosion-resistant metal substrate such as a titanium substrate with iron oxide is used as an anode and an electrode composed of aluminum or material the same as the anode is used as a cathode to electrolyze the waste water. By adding ferric chloride to waste water to lower the pH thereof to 3 or less to electrolyze waste water, a heavy metal in sludge incapable of being eluted heretofore can be eluted and separated and, by performing electrolysis under low voltage, the generation of foam can be suppressed and efficient elution can be performed.
