Summary:PROBLEM TO BE SOLVED: To obtain a composite emulsion suppressed in the union of inner and outer oil phases and enhanced in the stability of an emulsified state and a chemical agent with the elapse of time by adding an oil soluble chemical agent to the inner oil phase and adding an org. modified clay mineral to the outer oil phase. SOLUTION: A composite emulsion is an O/W/O type composite emulsion wherein an O/W type emulsion is dispersed in an outer oil phase and an oil soluble chemical agent is contained in an inner oil phase and an org. modified clay mineral is contained in the outer oil phase. The pref. org. modified clay mineral is obtained by treating a water swellable clay mineral with a quaternary ammonium type cationic surfactant and a noninic surfactant. The pref. compounding ratio of the O/W type emulsion and the outer oil phase is 2:3-19:1. The oil soluble chemical agent contained in the inner oil phase is pref. selected from easily oxidizable oxidazable fat soluble vitamin, oil soluble ultraviolet absorber, unsaturated fatty acid and derivatives of them.
