Summary:PROBLEM TO BE SOLVED: To provide a method by which the generation of secondary waste is eliminated and high advantage is obtained in terms of equipment and economy and further, a reaction product can be made valuable in its industrial applications. SOLUTION: An electrolytic dialysis device 18 is used which has a cation exchange membrane 7 arranged between a cathode 5 and an anode 6. In addition, an acidic solution(HA) is supplied into an anodic chamber 17 between the anode 6 and the cation exchange membrane 7, while a waste liquid containing an alkaline solution(MOH) 1 and an NOx gas 15 is supplied into a cathodic chamber 16 between the cathode 5 and the cation exchange membrane 7. Further, electrolytic dialysis is performed by applying a DC voltage to the cathode 5 and the anode 6. Consequently, it follows: NOx (g)+ nOH<-> NOx+n <-> +n/2 H2 O, 3NOx<-> +2H2 (g)+6xH<+> →NH4 <+> +N2 +3xH2 O, NH4 <+> +OH<-> NH3 ↑+N2 O. Thus it is possible to convert NO2 gas to NH3 gas or NH4 <+> ion or N2 gas.
