Summary:PROBLEM TO BE SOLVED: To prevent pallets from flying out or being slipped on an occasion of earthquake or the like. SOLUTION: A device main body having a flying-preventing lever 26 for preventing coming-off that is projecting toward the rear side of an L-shaped locking member provided at the bottom of a pallet 11 and a depth-preventing lever 24 that is projecting toward the front side and the upper side of the holding member 13 for restraining the pallet 11 from flying toward the front and the upside is arranged at an entrance of a parking garage, and a pressure member 41 that drives the depth-preventing lever 24 and the flying-preventing lever 26 is provided at a swing arm that thrusts and retreats an intermediate roller 35 connecting a roller conveyer in the parking garage and a roller conveyer of an elevator deck. The depth-preventing lever is retreated from the upper side of the holding member when both of the levers are released, and the pallet is allowed to move upward. Thereby coming-up of the pallet arising from errors in stopping position of the elevator deck can be allowed.
