Summary:PROBLEM TO BE SOLVED: To expand range from a full opening of a bypassing oil passage to a stopped state of a valve element of a variable throttle valve by a method wherein the brake pedal is cooperatively connected in such a way that a slant plate of a hydraulic pump is returned back to its neutral position under a striding operation of a brake pedal and the brake can be depressed even after the operation can not be performed. SOLUTION: A variable throttle valve 25 has communication holes communicating with a bypassing oil passage 24 formed to be crossed to each other, and then the communication holes may shield the bypassing oil passage 24. As a valve element is turned around its axis, a degree where the bypassing oil passage 24 is communicated with the communication holes is increased, resulting in that a slant plate angle of a hydraulic pump 15 is decreased, its speed is decreased without reducing the rotation of the engine and then the swash plate of the hydraulic pump 15 occupies its neutral position. A coil spring is compressed when a traveling brake is not completely effected unless a brake pedal 56 is depressed after an inching lever reaches its stopped position. With such an arrangement as above, it is possible to perform a depressing operation of the brake pedal and to perform an easy adjustment in operation or to prevent poor adjustment from being carried out.
