SOLUTION: This activator comprises 10-80wt.% bleach activator represented by the formula [wherein R is a 5-18C alkyl, a 5-18C alkenyl, an alkanoyloxymethyl having 2-18C carbon atoms in total or phenyl; and L is a leaving group], 0.05-20wt.% inorganic salt having no water of crystallization at 20 deg.C, 1-40wt.% organic acid containing at least two carboxyl groups in the molecule and 0.1-20wt.% surfactant.
