Summary:PROBLEM TO BE SOLVED: To surely and efficiently improve soil quality of soil and a mountain and contrive safety of tunnel execution and improvement of workability by setting a chemical injection valve rearward setting a chemical drill on a cutter head. SOLUTION: A cutter head 4 rotatably mounted on the front part of a body 1 and a chemical device 8 for improving soil quality of soil and a mountain of excavation are provided. And a chemical injector 8 is provided with a chemical injection valve 8a set on the cutter head 4, a chemical injection rod 8b in which a chemical liquid is passed through the chemical injection valve 8a from rearward of the chemical injection valve 8a, which penetrates the soil and mountain and through which the chemical fluid of a soil quality improvement agent or the like is injected in the soil and mountain, an edge part cutter set on the edge of the chemical injection rod 8b, and a chemical injection drill 8d which is set rearward of the chemical injection valve 8a and drives to rotate and expand and contract the edge part cutter.
