Summary:PROBLEM TO BE SOLVED: To accelerate the processing speed of preservation/calling processings by checking whether or not it is the specified format of a highest using frequency first. SOLUTION: A format storage part 102 stores the information of the respective kinds of formats applied to an external storage medium 101 beforehand. Then, a format identification part 103 refers to the information of the respective kinds of the formats stored in the format storage part 102 and identifies the kind of the format of the external storage medium 101. Then, a read/write control part 104 performs the read or the write of data to the external storage medium 101 corresponding to the format identified by the format identification part 103. Then, at the time of identifying the kind of the format by the format identification part 103, the information of the specified format of the highest using frequency is read from the format storage part 102 first and whether or not the format of the external storage medium 101 is the read specified format is identified.
