Summary:PROBLEM TO BE SOLVED: To prevent an irregularity of film thickness and an unevenness of the film thickness and to save a water quantity for washing by controlling a fixed delivery pump by calculating an extent of consumption of a chemical from a surface area calculated from the weight of a material to be treated and a film thickness. SOLUTION: The weight of a wire material is measured at a loading place 1a in a pickling line, etc. A volume of the wire material is calculated from the weight and a specific gravity of the wire material sent from the loading place 1a. Moreover, the surface area of the wire material is calculated from a radius, the specific gravity and the weight of the wire material. A charging amount of the chemical required to form the film is decided from this surface area of the wire material and the film thickness. The decided charging amount of the chemical is converted into a digital signal and instructed to the fixed delivery pump 7. The delivery pump 7 charges the chemical by a constant flow rate for a fixed time according to an indicated digital amount 7 and to replenish a portion of the chemical predicted to be consumed in a tank to keep the quality constant.
