PURPOSE: To provide a product having a silica film containing titanium dioxide, which has an excellent photocatalyst effect and has the excellent adhesive property with a base body and weather resistance. CONSTITUTION: This product has a base body, a resin layer formed on the surface of the base body and a silica film, which contains titanium dioxide and is fixed on the resin layer. In this manufacturing method the surface of the resin layer formed on the surface of the base body is covered with the paint, wherein the titanium dioxide is dispersed into a solution of an ester silicate, water and an arbitrary organic solvent and heating is performed at 400 deg. or less.
