PROBLEM TO BE SOLVED: To provide a device for producing hydrogen and oxygen with a makeup water for the pure water in a pure water vessel consumed in generating the gases easily replenished without using a power source such as a high- pressure pump threatened with the intrusion of impurities while keeping the pressure in the pure water vessel high and capable of producing high-pressure and high-purity gaseous hydrogen and oxygen and to furnish its operation. SOLUTION: This device consists of a hydrogen and oxygen producer 1 provided with a water electrolytic cell 2 placed in a pure water vessel 3, a makeup water tank 14 connected to the pure water vessel 3 through a makeup water line 13 to replenish pure water into the pure water vessel 3 and a pure water feeder 21 connected to the makeup water tank 14 through a pure water feed line 20 to supply pure water to the makeup water tank 14. Further, a bypass line 22 is provided from a gaseous oxygen discharge line 5 connected to the pure water vessel 3 to the makeup water tank, a gas vent line 15 communicating with the atmosphere is furnished from the upper part of the makeup water tank, and stop valves A to E are provided in the pure water feed line 20, makeup water line 13, gaseous oxygen discharge line 5, bypass line 22 and gas vent line 15.
