Summary:PROBLEM TO BE SOLVED: To provide a compact hydrogen and oxygen producer with the pressure fluctuation of the flow of gaseous oxygen produced on the anode side and contg. water reduced and the pressure easily controlled, without causing a problem such as vibration, with the parts replaced without disassembling the entire producer, with the full length remarkably shortened as compared with the conventional one and which is lightweight. SOLUTION: A solid electrolyte membrane cell 40 consists of a solid electrolyte membrane 10, a porous feeder 20 provided on both sides of the membrane and a bipolar electrode 30 arranged outside the feeder and acting as an anode and a cathode. The plural cells 40 are laminated, and end plates 60 and 60' are arranged on both ends and integrated to constitute a hydrogen and oxygen producing block 2. A plurality of the blocks are provided in series and separated from one another to form a hydrogen and oxygen producer, and the end plate between the adjacent blocks 2 is used as the common end plate 60.
