PROBLEM TO BE SOLVED: To synthetically evaluate the easiness of the work of parts in plural stages. SOLUTION: Evaluation elements which prescribe the contents of the work for parts in a production stage are inputted through an input device 24 and are stored in a storage device 17. A work estimating part 34 estimates work contents in a decomposition stage in accordance with stored evaluation element information 100 in the production stage and a work estimating data base 29. A work man-hour calculation part 35 analyzes evaluation element information in the production stage and the decomposition stage, and an operation part 37 totalizes indexes of work easiness for every parts like the time required for the work prescribed by evaluation element information in two stages based on the analysis result and a work man-hour calculation data base 30, and this totalization result is compared with a reference value, and the result is outputted to a display and output device 26 through an input/output control part 38.
