Summary:PROBLEM TO BE SOLVED: To provide the programming management device which improves the operation efficiency of a network by designing and analyzing a new improved network on the basis of a present network and then improving the quantity and quality of information sent through the network. SOLUTION: A management information gathering part 130 gathers management information on the present network. On the basis of the gathered management information, an automatic design part 140 designs the new improved network and an analysis part 150 analyzes the designed network. Further, a storage part 160 stores information obtained by the operations of the said respective parts. Thus, the new improved network is designed and analyzed on the basis of the present network and the information obtained during the operations is stored and utilized when necessary to improve the quantity and quality of information sent through the network, thereby improving the operation efficiency of the network.
