Summary:PROBLEM TO BE SOLVED: To effectively recover thermal energy and to reduce the quantity of water by providing a means for recovering heat from flue gas generated in a boiler and passing through an absorption tower for removing sulfur oxide from the flue gas, and from absorbent slurry in the absorption tower. SOLUTION: In a thermal power system, condensate is fed from a condenser 11 into a heater 12 by a pump 12, and thus heated condensate is introduced into a heat recovery means 61 in a flue gas desulfurizing device 57 through a line 62, and is heated by flue gas or absorbent slurry. Thereafter, it is introduced into an air breed water supply heater where it is heated and then fed into a boiler as boiler supply water. The heat recovery means 61 is a heat- exchanger for exchanging a heat between the boiler supply water fed through the line 62 and the fuel gas and/or the absorbent slurry in the absorbent tower in the desulfurizing device 56 so as to recover heat from untreated flue gas before the latter makes contact with the absorbent slurry, or from the flue gas and the absorbent slurry after the liquid and gas contact.
